SHREVE MEMORIAL LIBRARY BOARD. October 1941. On October 13, 1941, the Shreve Memorial Library Board met at 10 A.M. in the office of the Librarian. Those members present were Mrs. George Ingersoll, Mrs. T.B. Lanford, Mr. Dolph Frantz, Chairman, Mr. Joe K. Walker, and Mayor Sam S. Caldwell. Mrs. Ingersoll moved that the minutes of the previous meeting be omitted and Mayor Caldwell seconded the motion. There being no unfinished business to be attended to, Mr. Frantz called for the Librarian's report. The Librarian laid before the Board a report of the library's needs for the coming year, pointing out the abnormal growth in the city and parish population due to the influx of workers in the new defense industries in this area, and the resulting strain thrown upon the library. Bookmobile service was suggested as the most economical means of easing this strain and estimated figures for financing such an undertaking were submitted for the Board's consideration. It was also pointed out that, due to the state's closing of the W.P.A. book repair project, it would be necessary to send books to a commercial bindery which is very expensive and for which the library does not now have sufficient funds. Additional help and furniture are needed in the Parish Department and it is necessary that additional funds be provided to take care of these. There was much discussion following the Librarian's report and the Board conceded that the Library would need additional funds for the year 1942, but no action was taken. Mr. Caldwell Mayor of Shreveport, and Mr. Walker, President of the Caddo Parish Police Jury, expressed hopes of securing increased appropriations for teh library, from their respective governing bodies. Mr. Walker requested that the Librarian submit to him within the next few days, a breakdown on expenditures from parish funds, beginning January 1, 1941 to date.
