SML Board of Control - Minutes March 14, 1994, Page 4 Haller Jackson stated that he can see where a personnel manager is needed. Orella Brazile agreed and asked for clarification of the ""gap"" in grievance procedures. Jeff Salter explained the current structure of grievance procedures and the ""gap"" that is present. The Committee's view was that fixing the ""gap"" may mean hiring a personnel manager or may mean only re-structuring. Haller Jackson moved and Glenn O 'Bryan seconded the motion that the Personnel Committee study re-structuring of the personnel management within the Shreve Memorial Library structure and report to the Board its recommendations as promptly as possible. All were in favor. Motion carried. Haller Jackson stated that he would like to see the Personnel Committee consider the possibility of making Jeff Salter the manager of all personnel other than branch related, and maintain Cindy Ortego in management of the branch personnel. Jim Pelton suggested studying the organizational chart and decide if we want a personnel manager (whether a current employee or new employee) and will that person supervise everybody in the Main Library or not. Jeff Salter reported on the information he had gathered concerning a smoking clinic for employees of the Library who may wish to stop smoking since the adoption of the no smoking policy (see attached memo regarding ""Smoking Clinics""). He estimated that probably fewer than nine employees would take advantage of the clinic. Dr. Brazile reported that Southern University is offering a tele-conference on March 24 to inform people of the dangers of smoking, including a live presentation from the surgeon general, and professionals from respiratory therapy and other clinics present. This is free and SML employees are welcome to attend. Haller Jackson stated that he assumed part of the interview process after April 1, 1994, would indicate that the Library is a no smoking facility. The Board reached a consensus to study other possibilities of a smoking clinic, review the information given and try to locate other information, and place the issue of a smoking clinic on the agenda of the next Board meeting in May. Travel Expense Forms Jim Pelton explained that the City has asked for clarification from the Board about who is authorized to approve travel expense forms, particularly his (see attached memo and letters regarding ""Travel Expense Forms""). A new form (request for travel form) is now required, which adds to the number of documents that need to be signed. Jim Pelton stated that it would be logical to designate somebody like Jeff Salter to be authorized to sign the Director's forms, instead of the Board president. This would prevent any delays in travel expense reimbursements.
