SML Board of Control, Minutes September 30, 1996, Page 2 represents at least 15 families on Preston Street. Richard Pool presented an example of how the Broadmoor Branch could look. He reported that the owners of the Beall Ladymon building are willing to remove all asbestos from the building by replacing the roof with a new 25-year guaranteed roof and deliver the building with 0% asbestos, including another environmental study. He submitted (to the Board) letters (in support of the Beall Ladymon site for the Broadmoor Branch) from Councilman Keith Hightower, State Representative B. L. ""Buddy"" Shaw, Richard Mitchell (Broadmoor Neighborhood Association), Marshall Graham (President, Captain Shreve Neighborhood Association), and Charles Pratt (President, Ark-La-Tex Genealogical Association). See attached letters. Haller Jackson explained to the Board and guests that these examples are renderings of an architect commissioned by the Realtor, not the Library, and the Library will choose its own architectural team to work with. He stated that he is much aware of a great deal of public sentiment in favor of the Beall-Ladymon site; he has received many calls and letters from patrons. Alonzo Hodge reported that Ken Epperson told him that the Caddo Parish Commission and LSV-S own some property along Line Avenue that may be suitable for the Line Avenue Branch, and they may be willing to swap properly, if needed. He referred to several other properties as great locations, including across from Food Lion on Line Avenue. Haller Jackson suggested that property owners or Realtors submit each site on the proper form. Danny Dumas inquired about the process after the Site Selection Committee recommends a site. Haller Jackson explained that a procedure of presenting the recommendation to the community should be established. After the final decision, the recommendation will be presented to the Caddo Parish Commission for a motion to purchase the property in the Commission's name. Danny Dumas recommended the Commission be kept continually informed of proceedings of the Site Committee, and he suggested public hearings before a final recommendation, such as now for the three (3) sites in the Broadmoor area. Haller Jackson recommended holding a public forum at a neutral site in the Broadmoor area. Sites suggested included Churches and Schools in the area; the main thing is getting a large enough meeting room. Marion Weiss and S ally Montgomery suggested that the consulting architect be involved in the forum for their expertise in the selection process. The director suggested obtaining more information and answers to questions before the forum. Orella Brazile moved and Mary Bethel seconded the motion to hold a public forum before the final selection of sites in each branch area. Motion passed. The Board president suggested 7-10 days public notice be given prior to the forum, and he suggested that the project architect be included at the forum. Architect Selection Committee Report: Haller Jackson reported that the Architect Selection Committee consists of Marion Weiss (chair), Mary Bethel, Orella Brazile, Jim Pelton, Cindy Ortego and himself. Marion Weiss reported that 3 firms were chosen for interviews, out of 9 that submitted proposals for the consulting architect position. After the interviews, 2 firms were decided upon -- Denelle Wrightson of Phillips Swager Associates in Dallas, Texas and Bill Hidell of Hidell Associates in Dallas. The Committee's recommendation at this point is Denelle Wrightson, and they requested approval from the Board to proceed with contract negotiations.
