Page 6 should be sent to the Finney Company from the Board president about the Board's concerns and the substantial completion date provided by Stephanie Hebert and Tony Hrdlicka. The motion carried. Haller Jackson suggested the letter to Darrell Finney be drafted by the director. Marion Weiss suggested consideration be given to including a liquidated damages clause in all future project contracts. The director commented that the School Board has a clause that indicates the contractor does not receive payments if the project goes past the completion date until the entire job is finished. Site Selection: Hamilton/South Caddo Site - The director introduced Evora Morrison to the Board as the site negotiator for the proposed Hamilton/South Caddo site. She presented a report on negotiations thus far. (See attached, Memo to Board Re: Pricefor Property at Bert Kouns and Baird Road.) Highlights of the report included: ~ Ricky Leonard is the broker of the property owned by Don Coleman. ~ Original price is $100,000 per acre with a 10 acre minimum purchase. The Library is asking for only 8 acres for less. A minimum of 8 acres is needed. The extra two acres of the 10 acre lot would be a long narrow strip. ~ Comparable property in the area has sold for more than $100,000 an acre, ranging from $2.30 sq. ft. ($100,000 per acre) up to $5.00 sq. ft. ~ Preliminary tests from Wal-Mart are being requested. ~ All utilities are on the same side of the street and are available. Comments and/or suggestions of the Board included: ~ Gail Griffin suggested looking at other property to be competitive. ~ Mary Bethel suggested a site about 4 blocks (from the proposed site,) East on Kingston Rd. ~ Orella Brazile commented that expansion is not as great a need due to most information coming in the electronic format now. Therefore, the new branches may not need extra land for future expansion. ~ Marion Weiss asked if the Library could sell the additional two acres of the ten. Haller Jackson claimed there are no prohibitions to doing that. Gail Griffin reminded the Board that a vote had not been taken for combining the Hamilton and South Caddo Branches. The director explained that no definite action had been taken to combine the sites, and they had instructed the Site Committee to look for sites for Extension and Mooretown, at the same time the Committee looks for a suitable site for a combined Hamilton-South Caddo site. Orella Brazile moved and Marion Weiss seconded the motion to combine the Hamilton and South Caddo Branches into one larger resource center. The motion passed by majority vote. Alonzo Hodge opposed. Evora Morrison was asked to obtain the size and cost of the vacant lot on Kingston Road. Staff will send the information to the Board. Extension Center Branch - Sally Montgomery reported that the Hattie Perry Park is the preferred site at this time for the Extension Center. However, it was reported that staff at the current Extension Center have concerns with the Park. Another site under consideration is at the comer of Corbitt and Linwood. It is divided up by two separate owners. Staff will find out who owns the property. Haller Jackson
