MINUTES OF THE CADDO PARISH LIBRARY ADVISORY BOARD. On Tuesday October 17, 1933, the Advisory Board of the Caddo Parish Library met in the Shreve Memorial Library at 3 o'clock with Mrs. S.A. Alexander, Greenwood, Mrs. C.H. McEachern, Vivian, and Mrs. E.L. Ray, Forbing, present. Only Mr. R.O. Roy, Shreveport, was absent. The first business receiving attention was a resolution by Mrs. McEachern approving the appointment of Miss Bess Vaughan as Librarian in charge of the Caddo Parish Library effective September 1st. The resolution was passed unanimously and Miss Vaughan became automatically, according to the state law, Secretary of the Board. The tentative budget based on a $10,000 appropriation was submitted to the Board, and discussion ensued. Mrs. Ray reported having talked to Mr. Cupples, Chairman of the Finance Committee of the Police Jury. He had requested that the Board scale down the budget to the very lowest possible figure. Mrs. McEachern had talked to the late Mr. Huckaby of Vivian who had been most sympathetic and interested in the work but not too encouraging about an adequate increase in appropriation. Since Mr. Roy could not attend the meeting, Miss Vaughan discussed the budget with him earlier in the day. It is his opinion that a $10,000 budget is entirely impossible this year, and that there is little chance for an increased appropriation over the 1933 allotment. After some further discussion, Mrs. McEachern made the motion and it was unanimously voted to submit to the Police Jury a request for $5,000 which amount will allow for no constructive work, but will permit the library to carry on in a very meager manner.
