one-half mill tax are not sufficient for the operation and maintenance of library facilities adequate to serve the increased population. The members of the Board of the Shreve Memorial Library are fully aware that its financial difficulties are likewise being experienced by all departments and agencies of the City of Shreveport. It is fel tby the Board that the problems of the library can not be separated from those of the other departments of the City and solved individually but that relief from the situation must come from a solution of the City's problems as a whole. The Board of Directors, therefore, recommend to the City Commission Council: (1) That a study of the City's financial requirements be instituted by the Mayor of Shreveport as quickly as possible in order to determine what the requirements are to maintain the operations of the City in a reasonably adequate manner and to provide tax sources from which to obtain the necessary funds; (2) That, pending a solution of such problems, the City Commission Council call an election to submit to the property tax-payers of Shreveport a renewal, for a period of five years, of the one-half mill library tax; said renewal to be retroactive to January 1, 1951, with the further understanding that when and if a proper overall solution of the financial problems of the City are determined and made effective that such one-half mill library tax will be repealed at the same time that the overall situation is remedied.""
