Shreve Memorial Library Board. February 1956. The members of the City Library Board met in the Mayor's office February 6 at 11:00 a.m. with the following present: Mr. J.C. Hamilton, Mayor James C. Gardner, Mrs. Marvin H. Bass, Mr. Hardy A. O'Neal, Mrs. T.B. Lanford, Mr. F. Leonard Hargrove. Minutes of the previous meeting were approved as mailed. The Librarian made a report on the survey of the Caddo Heights community which was made to determine whether the vote aginst the library tax was an expression of opposition to the library. Results showed that there is no opposition to the library but to taxes for any purpose. The fact that Caddo Heights has had increased circulation the last several months is an evidence of approval and use. Budget items not fully discussed at the budget meeting were brought to the attention of the Board. Among these were employment of a staff member to relieve Mrs. Fletcher so that she could devote more time to the Genealogical collection, and travel expenses to permit attendance of staff and Board at workshops and conferences. After a brief discussion it was decided to continue reports and board meetings as usual instead of making separate reports and holding separate city and parish board meetings. The course on How to Be a Good Board Member was discussed after a report on the October Trustees' meeting in Alexandria by Mrs. Bass. Mrs. Lanford moved and Mr. O'Neal seconded the motion that the Board take the course from the University of Chicago. Election of officers was postponed until the next meeeting when parish members would be present. Improvements being made at the main library and plans to improve Werner Park and Broadmoor were discussed. Mayor Gardner reported that there would be an additional cost for foundation which was not anticipated before work started on the main library. Estimates on the cost of installing an elevator while improvements are being made were requested. Preliminary plans for an addition to the Broadmoor branch were examined. The librarian pointed out changes that should be made in the final plans. The librarian was instructed to get estimates on the cost of furniture for the addition. Mayor Gardner said he would contact the School Board for permission to proceed with the construction. Upon motion of Mr. Hargrove seconded by Mr. Hamilton approval of going ahead with immediate improvements at Werner Park was given. There being no further business the meeting adjourned.
