SML Board of Control, Minutes July 26, 1999. Page 3 Clarence Babineaux contact artist Bruce Bordelon to inform him that the Board is not ready to consider using his artwork for a mural at the new Broadmoor Branch. The Board felt that perhaps the mural should denote a North Louisiana, Shreveport or library theme. Some Board members expressed an interest in a mural that includes adults, children, books and/or other library related items. With so many different views, the Board decided that it would be best to rely on the professional opinion of Andrea Michaels, the building program's Library Space Planner and Interior Designer. New Business: Display of Confederate Flag at Library -- Gail Griffin reported that she had received a letter in opposition to the exhibit on display at the Main Library (see attached letter.) The Sons of Confederate Veterans had reserved the display case for the month of July and had used the Confederate Flag as part of their display of items from that era. Comments from the Board were: ??? Gail Griffin - would not want a display of items that would intimidate or offend any patrons; staff should censor items of a display. ??? Alonzo Hodge - should not associate with this group because of this type of display. ??? Orella Brazile - the Library should not deal in censorship; she suggested letting the display stay for the remainder of the month; Poor taste is a judgement of each individual; To act on it would cause lots of trouble; may look at the display guidelines later. ??? Mary Bethel- agreed to allow the display to continue scheduled for the rest of the month and perhaps revise the guidelines later or put in permanent library displays. ??? Gail Griffin - allow display to stay remainder of the month and look at the display policy later. Cedar Grove - Line Avenue Branch Irrigation Proposal- John Short, owner of Curtis Farms Landscape Company presented a proposal to the Board to install an irrigation system at the new Cedar Grove - Line Avenue Branch (see attached proposal.) He explained that this would insure that the new plants would receive water during this dry, hot time of the year. Also, the building will be unoccupied for a while so there will be nobody to water the plants. In addition, the irrigation would insure that the landscaping would always look good. He indicated that it would save the Library 10% on the costs if he did not have to go through the contractor. However, the director explained that Steve Carter (contractor) is responsible for the landscape bid, and there could be a problem if he runs into a problem because of another contractor's error. At this point, Mr. Short agreed that it would be wise to include the change on the contractor's project. Jim Pelton reported that the North Caddo and Broadmoor projects included some irrigation in their landscape plans. Mary Bethel moved and Orella Brazile seconded the motion to accept the proposal to install an irrigation system at the Cedar Grove - Line Avenue Branch Library. Also, irrigation would be installed at the Wallette Branch Library if it is not already in the plans. The project should be done through the general contractor because of liability issues. The motion was amended to place a ceiling of $4,900 plus 20% on the cost of the irrigation project for the Cedar Grove - Line Avenue Branch Library. The motion carried.
