SHREVE MEMORIAL LIBRARY BOARD. October 1948. The Shreve Memorial Library Board met at lunch in Dining Room #1 of the Washington-Youree Hotel, on October 19th, with the following members present: Mr. J.C. Hamilton, Chairman, Mrs. T.B. Lanford, Mr. C.B. Moore, Mr. Jack P. Fullilove, Mr. George A. Meadows, Mr. Leonard F. Hargrove, Mr. Louie Throgmorton, Mrs. Marvin Bass, and Mayor Clyde Fant, who arrived following lunch in time for the business meeting. The reading of the minutes of the previous meeting was dispensed with and the Librarian reported tentative plans for the 25th Anniversary celebration. Plans for publicity included articles in the Shreveport Magazine, the house organs of the Arkansas-Louisiana Gas Company and the Southwestern Gas and Electric Company, radio programs and spot announcements, feature stories and editorials in the Shreveport Times and Journal and news stories on the week's activities. Plans for the actual celebration began with a photographic contest in November which would serve as a build-up for the annoversary, Open House in the Library on Sunday December 5th, and a week of evening programs to be conducted by the city's literary clubs. In the discussion which followed Mr. Hamilton suggested that the Librarian consult Mr. James Hampson of the Arkansas-Louisiana Gas Company, Photographic Department as to the advisability of a photographic contest and the Board gave its consent providing Mr. Hampson's opinion should be int he affirmative. Mr. Hargrove suggested the possibility of an exhibit from the Norton Collection of which the Board highly approved. Mr. Throgmorton and Mrs. Lanford suggested a contest in which patrons would be asked to bring in old and rare books. On the whole, the Board approved of the plans as presented and directed to the Librarian to go ahead with their execution. The Board then discussed a sign for the Library and disapproved of plans submitted for a neon sign. They requested that bids be asked for bronze letters or copper plates. The Chairman then reported that Mr. J. Stuart Smith had looked over the Library and its needed repairs and refused to consider undertaking the project, it being too small and too expensive to be under-taken at this time. The Librarian then presented a proposed budget for the Parish Department for the year 1949. With salaries remaining at approximately the present level the total budget request came to $15,596.00, however if custodians' salaries were to be raised to $1.00 per hour, then a budget of $17,000.00 would be necessary. After some discussion it was decided that the Police Jury members of the Board should meet at a later date with the Librarian and discuss the budget more fully, and the Board as a whole would abide by their decision. The Librarian had been asked by the planning committee of the American Library Association's Southwestern Regional group, if Shreveport would be interested in being host city to its conference in 1949. The Board thought it would be a good thing, providing the expenses to the city were not too great. The Librarian was asked to secure information from other cities as to cost attendant upon entertaining the Association and then confer with the Chairman of the Board and with the Mayor, who would as a committee make the decision.
