SML Board of Control, Minutes October 28, 1996, Page 2 Haller Jackson reported that he addressed the Caddo Parish Commission after the recent news article in The Times on October 19 where Commissioner John Escude' criticized the Library and its Board in selection of sites for the branches. The meeting went very well and he felt that he was able to provide a good understanding of the site selection process. He stressed to the Commission that the site selection process it is being done fairly and with the public's best interest in mind. He also met with the Shreveport City Council and then with the Broadmoor Neighborhood Association; the Mayor was supportive and helpful, and both meetings went well. He reported that Commissioner John Escude' called him Tuesday morning. Marion Weiss also received a call from Escude' on Wednesday about the site selection process. Architect Selection Committee Report: Marion Weiss reported that all members of the Architect Selection Committee attended the 2 days of interviews of 8 different architectural firms for the 4 project architect positions. The consulting architect, Denelle Wrightson, was also able to attend both days. (See the attached Architect Selection Committee Minutes.) The committee chairperson reported that they were impressed with all the architectural firms, that each firm was a bit different, and that it was not easy to choose only 4 architects due to the excellence of each firm. The Architect Selection Committee made the recommendation to select the following architects for the phase One projects: 1) Schuldt, Goza & Babineaux for the Broadmoor Branch; 2) SLACK, Alost, Miremont & Associates for the Line Avenue/Cedar Grove Branch; 3) Morgan, Hill, Sutton & Mitchell for the Lakeside Branch; and 4) George A. Jackson, Jr. for the North Caddo Branch. Marion Weiss moved and Orella Brazile seconded the motion to adopt the list of architects suggested by the Architect Selection Committee for the phase One projects -- 1) Schuldt, Goza & Babineaux for the Broadmoor Branch; 2) SLACK, Alost, Miremont & Associates for the Line Avenue/Cedar Grove Branch; 3) Morgan, Hill, Sutton & Mitchell for the Lakeside Branch,?? and 4) George A. Jackson, Jr. for the North Caddo Branch, subject to successful negotiations with each firm. The motion passed. Haller Jackson recommended that contract negotiations begin as soon as possible. He suggested that each architect study the sites and make a presentation at the public forums. The state fee structure will be proposed for the architect fees. Sally Montgomery moved and Mary Bethel seconded the motion permitting the Architect Selection Committee to make the decision on the final contract terms for the project architectural firms, unless negotiations fail and another architectural firm must be selected. Motion passed. The Board president agreed with the director that a preliminary evaluation of each site is needed before the public forums, and the evaluation of sites is not a typical or basic service offered by most architects. Orella Brazile moved and Glenn O'Bryan seconded the motion to retain each of the four architectural firms chosen for the phase One projects to evaluate the different proposed sites and make a presentation at the public forum meetings. Motion passed. Glenn O'Bryan recommended that the Board receive ownership of the CAD (Computer Assisted Design) files from the architects. The Board discussed how to limit fees on preliminary work done by the architects. The director reported that fees
