SML Board of Control Meeting March 8, 1993, Page 3 Haller Jackson reported that the Planning Process Committee has now completed its mission. He suggested formulating a package of the entire plans, with background materials, to be sent to each Board member and each branch. TAX ELECTION COMMITTEE Jim Pelton suggested a request to call an election be made as soon as possible, and to budget as if we are the only ones on the ballot. He recommended an amendment to move $80,000 from the Contingency/Reserve Fund to an Election Expense Fund. He reported that two propositions would be requested for the July 17 election--a strict renewal tax of 5.16 mills for operating expenses and a capital/operating tax of 5.26 mills. He explained the difference in a capital tax and a bond issue. With the capital tax, the public would save money in interest expense and we would have time to change plans if needed as we learn from each construction project over the ten year period. Lane Sartor stated that it should be appealing to the Parish Commission that we do not plan to go out for a bond issue. Mavice Wallette stated that communication may be a problem in presenting our plan to the public. She recommended wording the plan using simple terms so the average layman can understand them. Lane Sartor suggested meeting with the editor of The Times to report that our plans were adopted by the Board, and present a carefully worded summary of the information for a news release. Haller Jackson reported that Marion Weiss has requested $10,000 from the Committee of One Hundred for election campaign expenses. He stated that John Hussey had recommended neighborhood contact with brochures or mail-outs instead of television and radio ads. Jim Pelton reported that approximately $4,400 had been spent during the last election campaign, and it has been suggested that $10,000 to $15,000 be raised for this campaign. Lane Sartor suggested a speaker's bureau and an advocacy bureau be formed to reach people and tell our story. Haller Jackson moved and Earnest Lampkins seconded the motion to request the Caddo Parish Commission to call an election on July 17, 1993, asking for a strict renewal of 5.16 mills for operating expenses and a capital/operating tax of 5.26 mills for the new construction and operating budget as outlined, and to move $80,000 from the contingency/reserve fund to the tax election expense fund.
