Jim Pelton reported that a budget adjustment would have to be made in October to account for the higher cost and extra charges in the City system. Jim Pelton stated that Union Avenue Branch had been opened as planned on June 10, 1985, and approved at the last meeting. An OpN House was held on Friday, June 28, 1985. Jim Pelton reported on the usage of the Union Avenue Branch to date. (See Attachment #3 for details.) Some exterior work still needs to be done in order to make it easier for the bookmobiles to load and unload. Lane Sartor had contacted Joe Ford, a cement contractor, to ask him to look over the possible concrete and dirt work and see if he had any suggestions for change from our rough layout. Lane Sartor had not heard back from Joe Ford as of yet. The Commercial Insurance Package for Shreve Memorial Library was due for renewal on June 1, 1985. Approximately 15 days before that, we received a letter from Alexander and Alexander stating that the premiums would go up by approximately 50%. Many commercial package underwriters either went broke or have withdrawn from the market. The ones left are being very selective about the companies they will insure. Thus the market has changed very dramatically from a year ago when the market was very ""soft."" Both Jim Thompson, Alexander and Alexander agent, and Tom Tomlinson, Insurance and Risk manager. City of Shreveport, recommended that we accept this proposal rather than solicit new ones, because our current insurance carriers might not submit a quote which they think would be the most favorable rates we could obtain. The Executive Committee met on May 23, 1985, to discuss the insurance matter and decided to renew our existing policies. It was also requested that we obtain quotes approximately 60 days in advance. Mickey Shirley moved and Jack Stutsman seconded a motion to approve the Executive Committee action on insurance. Motion passed. The director noted that a budget adjustment would have to be made in October for insurance also. Lane Sartor said that B.F. O'Neal and Bruce Lynn both had told him that our entire millage was included in the State Revenue Sharing Act. Jo Rose, Legislative Consultant for the City, followed this bill through the Legislation for us. The Caddo Legislative Delegation will be contacted and thanked for their support on this matter. State Aid for Public Libraries has been approved at approximately 20?? per capita, which will mean about $51,000 for our library system. This represents about a $13,000 decrease from this year. However, the good news is that the program was unfunded in the Governor's budget and it was reinstated through the legislative process, which is a very difficult thing to do, especially with the State's current financial situation. Hopefully, next year it will be in the Governor's budget when it is submitted to the Legislature. The director reported that LLA would be meeting in Shreveport next year March 19-21, 1986.
