Shreve Memorial Library Board of Control Minutes March 22, 1999 The Shreve Memorial Library Board of Control met in the fourth floor Board room on Monday, March 22, 1999 at 12:00 noon for a regular monthly meeting. Trustees present included T. Haller Jackson, III, Gail G. Griffin, Sally Montgomery, Marty T. Bethel and Dr. Orella Brazile. Trustees who were absent included Sharon Brock, Marion Weiss and Alonzo Hodge, II. Library staff present were Jim Pelton, Cindy Ortego, Jennie Paxton and Kathy Tuminello, who recorded the minutes. Haller Jackson recognized the Library's director, Jim Pelton, as the first recipient of the Lynda Carlberg Excellence in Leadership Award, which was presented at the 1999 LLA Conference in Baton Rouge by the Ca1casieu Parish Board of Trustees. The Award was in the form of a very nice plaque, and was presented at the Trustee/Public Luncheon at the Conference on March 18. Call to Order and Approval of Minutes: Haller Jackson called the meeting to order. The minutes were approved as written. EAP Proposals and Presentations: A written proposal was presented to the Library Board from each of three Employee Assistance Program providers (see attached proposals). A Proposal Summary had been sent to the Board trustees before the meeting (see attached Summary). A representative from each organization was present to give a brief overview of the services offered. Some details from each presentation were: CorpCare Associates. Inc.: Presented by Tracy Taylor; In operation since 1991; Serving approximately 25 companies and 25,000 individuals; Based in Atlanta, but local since 1991; Caddo Parish sheriffs office is a client of Corp Care; Utilizes various local counselors and therapists in Shreveport and Bossier; Diverse group of counselors, social workers and specialists for every type of problem; Can usually schedule an appointment within 24 hours, and works various hours and days to accommodate different schedules. She is new to area and will be opening a local administrative office within the next 30 days; however, this will not affect their counseling services. CorpCare emphasizing a personal one-on-one approach to providing assistance, not the telephonic method that some companies provide. Questions and Answers -- How does CorpCare handle the confidentiality of communication with clients -- appointment settings, notes, reports, etc.? -- No one can call and get the name of a staff member who is seeking counseling, unless it is a referral from a supervisor. They can let the supervisor know if the person called to use the services. Utilization reports include: # of employees, # of dependants, categories (substance abuse, child/family, relational, female or male) % of employees using services, but nothing to pinpoint a specific person. How effective are Services? Are counselors contracted out of the office, or are the counselors working for Corp Care? --- Counselors could be contracted out in order to get as many speciality areas and a diverse group of counselors as possible. There's never been a conflict of interest. How many on staff? Just herself now, as office manager. Counselors are contracted. If a supervisor sends two employees with a conflict, what happens if employee wishes to keep it confidential between the counselor and him/herself? --- When a supervisor makes a referral, they get the employee's name and the problem and they let the supervisor know if the employee contacted EAP, if they came in, and if they're willing to make the changes recommended by the EAP counselor.
