Shreve Memorial Library Board - Minutes April 26, 1999. Page 2 Michael Williams said he was trying to follow proper, consistent protocol of the past with any public facility. Whenever there has been a president or vice-president, their official name has been on all the plaques. On public buildings, whoever was president, regardless of the year before, that name deserves to go on the building plaque, once the plaques are decided on. He stated that he was very instrumental in getting the name of Mavice Colley Wallette on the former Lakeside branch library and a lot of other things in that district, and he wants our children, especially his own children, to know that their father provided a major role in providing a ""state of the art"" facility. He said he wants to leave a legacy and a legend in his community. He asked to be consistent in showing respect, as done with the Mayor. He said he is only asking the Board to be consistent with showing respect for the position, because it is proper protocol. Sally Montgomery asked, ""Wouldn't it be good to name the others who have helped us? Gail Griffin said she did not have a problem with that. Jim explained that the Plaque Guidelines have been set and adopted for the second phase to start with those in office beginning January 2000. He said he did not have a problem with what the Board decides to do; it probably would be more consistent to name the presidents or chairs from the start of the project. Michael Williams said they (the Commission) do not go back and pick up other presidents. Whenever they have a bond issue and start the capital outlay on a building, that is when the official names go on the facility. Gail Griffin claimed that the Building Plaque Guidelines had not been approved. Haller Jackson and Jim Pelton both replied that the Guidelines had been approved at the meeting on March 22. They explained that the information was circulated and voted on at the last meeting. She asked where it was stated in the minutes. She stated that the motion they were referring to was only from a discussion of the plaque guidelines, and she claimed she had not seen the guidelines before now. She admitted that guidelines were discussed at the last meeting, but she claimed she had asked for guidelines to be set up at that time. She understood that the motion was regarding the Board president's name and title, not the guidelines. The director replied that the guidelines had been sent out and received before the March Board meeting. Gail Griffin offered to make a motion to amend the minutes. The Board president explained that the minutes could not be amended if there was nothing wrong with them, and a motion of this type would be out of order. Michael Williams stated that if the minutes were approved, everything in the minutes would be approved, even the motions. He added that if that was done, his comments would not be included. The Board president explained that the minutes should reflect what actually happened at the last meeting and could not be changed. However, the Board can decide to change a previous decision at a later date. Mr. Williams claimed that in his professional opinion from attending many meetings, anytime there is a modification or amendment, you' could do it on the minutes [of the last meeting]. The Board president asked if there are any amendments or corrections to the minutes of last month's meeting. Gail Griffin said, ""We still have to get this clarified -- whether Mary Bethel's motion was of the discussion or the guidelines."" She claimed she did not receive the guidelines to vote on in March. She said, ""If I am mistaken ... perhaps I put it into the April folder."" Jim Pelton explained that the guidelines that were sent out with the building plaque in April included changes that were made to the guidelines in March. The original guidelines indicated that all Board members would be listed alphabetically, but in March, the Board voted to amend the guidelines to include the Board president's name at the top of the list and given the title of president. The sample plaque and revised, approved guidelines were sent out in an effort to make sure everyone's name is listed and spelled correctly, because it would be very expensive to go back and make changes once the plaques have been made. In fact, on the North Caddo plaque there will probably be an extra charge due to there being 1300-1400 letters on the plaque. Normally, on a Parish building plaque, only the Parish officials are listed. But, the Library's plaques must include the Board, some Library staff, the |
