Page 3 Commission and the City Council, as well as the architects, contractor, etc. He explained he does not have a problem with what the Board decides today, but that is not what they decided at the last meeting. The sample plaque and guidelines dated April 1 were a reflection of what was adopted at the March meeting. Gail Griffin asked how to get changes and Commissioner Williams' comments made today into the guidelines. The director and Board president replied that the guidelines could be changed during this meeting if voted on and approved. He added that whatever is decided, he hopes the guidelines would be the same for phases 2 and 3. Michael Williams stated that motions needing to be modified from the last meeting should be changed. The director explained that you cannot change a motion as it was actually stated. If a word is misspelled or a motion was misquoted, that could be changed, but not what was truly quoted and written correctly. Marion Weiss explained that minutes should reflect what actually happened at last month's meeting and they cannot be changed, but changes could be made and recorded at a later date, such as this meeting. Haller Jackson asked for a vote to approve the minutes of the March meeting as stated. Three opposed and two did not. Gail Griffin said, ""I'm sorry, Haller, but your motion was to approve the minutes as stated. We said nay because we have a problem with it; there needs to be a correction."" Haller asked what the correction is. Gail Griffin said, ""The correction is that, I, from reading this, I felt that the motion from Mary Bethel -- I cannot speak for her -- that's why last time I asked what exactly is suppose to go into the minutes. A lot of things get left out; people get misquoted, and if this continues ... if that had been done correctly, we would not have the problem today. I've seen it happen many, many times. It's not Kathy -- she's doing the best that she can, but from Mary Bethel's motion and Orella's second, it seems like, and I remember, we discussed; because I brought up the issue about the president. Jim made a comment that we could not put it because of the lack of space."" Jim said, ""No, I did not say that. I said there was a space problem on the plaque, getting to be, to fit everything on there."" Gail said, ""Well, that's almost the same."" Jim said, ""No, that's not the same."" Haller Jackson suggested deferring approval of the minutes from the last meeting until the next meeting when Mary Bethel can be here to tell us better what her motion was. - Alonzo Hodge moved and Sally Montgomery seconded the motion to defer approval of the Minutes from the March Board meeting until the next meeting in May. The motion carried. Building Plagues -- Marion Weiss stated that it would be appropriate to list the current president of the Commission, the current Mayor and current chairman of the City Council, but all participating members should be listed in alphabetical order below those offices. But, with Mayors, it should not be with the same consistency. Jim Pelton agreed that the listing of Mayors should be treated differently. . Michael Williams explained that all he is asking for the current presidents of the Commission and City Council. Marion Weiss and Haller Jackson tried to explain that they did not want to slight other people who participated during the process. Michael Williams claimed it was not so much for him, but for the position, whoever would be in that position in the future. He stated that respect should be paid to the appropriate officers, and the Library is a parish building. Marion Weiss stated that if things were to be consistent, others on the plaque should be treated with consistency. Sharon ??Brock made a motion to amend the adopted guidelines by leaving the listing under ""Administration of Mayors"", Keith Hightower and Bo Williams, as is, and list the current president of the Caddo Parish Commission and the current chairperson of the City Council at the time the Board adopts the development of each building plaque. The motion was amended to include placement of the officers and their titles at the top of the list of members for each public body. Gail Griffin seconded the motion.
