MINUTES SHREVE MEMORIAL LIBRARY BOARD OF CONTROL NOVEMBER 13, 1986 The meeting was called to order at 3:30 P.M. in the Board Room, Fourth Floor, Main Library with the following members present: Lane Sartor, Barbara Pendleton, Evllen Caverlee, Mickey Shirley and Marion Weiss. Steve Norder, a reporter for the Shreveport Journal, attended. Lane Sartor presided and Jim Pelton was secretary. Lane Sartor welcomed the new Board member, Mrs. Donald (Marion) Weiss. She replaced Bob Nelson. Lane Sartor commented that this building was a monument to Bob Nelson and he had worked for the library very diligently for many years. Mickey Shirley moved and Ellen Caverlee seconded a motion to approve the minutes of the September 11, 1986 meeting. Motion passed. The director gave an update on the automation project as follows: 1. The printers and PC's had been received for the LSSI laser disk system. The laser players and controllers had to be bid since these would cost over $5,000. There were some initial problems getting the bid out and it was ultimately decided that only the hardware would be bid as recommended by the city attorney. Originally the hardware, software and database were to be lumped together. However, it is not necessary to bid the software or databases. The bid will be opened pon November 20. It is hoped that the equipment will be here before the end of the year. Then January would be spent learning to do the current cataloging and we would start on data conversion by February. The State Library's interlibrary loan network would be started in March or April. 2. While the library is doing the data conversion, the staff and Bob Walton will prepare a Request for Proposal (RFP). After it is issued, it will take about 2 months for the vendors to respond and several more to analyze the RFP's and select one. By the end of 1987, the equipment should be here. The extension librarian and director have been working on a branch study for some time. They hope to have all the background material and statistics put together by the end of the year. The Building and Grounds committee met at the Broadmoor Branch Library to discuss that library as well as how we would proceed on the study. It was noted that the City of Shreveport may go out for a bond election next April or May. The committee discussed the possibility of the library also going out for a bond election at that time. Lane Sartor commented that after he left the committee meeting he was enthusiastic about this possibility but then the City announced the layoffs. It was his opinion that this would not be a good time to go out for a bond election. He, however, wanted to give all Board members an opportunity to discuss this and express their opinion, particularly if anyone felt that this might be a good opportunity to pass a bond election for the branch system.
