SHREVE MEMORIAL LIBRARY BOARD. The Shreve Memorial Library Board met in the officeof the Librarian at 1:30 P.M. on Thursday September 6, 1945, with the following members present: Mrs. George F. Ingersoll, Mr. J.C. Hamilton, Chairman, Mayor Sam S. Caldwell, Mr. I. Frank Betts, Mr. C.B. Moore. Mr. Betts moved that the reading of the minutes be dispensed with and the motion was seconded by Mayor Caldwell. The Librarian reported the resignation of Mrs. Sidney Simmons Holwill, Head of the Parish Department, on July 15th and reported the appointment of Mrs. Ida C. Boggs in her place with Mrs. Eugenia Morelock as her assistant. The salaries were set at $150.00 per month and $135.00. Miss Inez Boone had been employed on August first as Cataloger to replace Miss Mattie Sue Mounce who transferred to the Reference Department to fill that vacancy of five months' standing. Miss Boone's salary had been stated as $150.00 per month, while Miss Mounce's had remained as it was. Resignations were accepted and appointments and salaries approved as stated upon the motion of Mayor Caldwell seconded by Mrs. Ingersoll. A brief statistical report covering financial matters as well as book circulation was read to the Board and a brief discussion followed. The Librarian then read a letter from the Yale University Press concerning a gift of various materials, financed by local contributors, which would be given to the City of Shreveport, part of which would be housed in the Library and part in the School Board's Instructional Materials Library. Motion was made by Mr. Betts, seconded by Mayor Caldwell, that letters be written to the local contributors thanking them for their interest and generosity. The work of the City Planning Commission was brought up with the suggestion that the library should be included in its plans. Mayor Caldwell said that he knew that the Commission does have the library in mind and after some discussion he moved that a letter be written to the Commission putting the Board on record as favoring inclusion in its plans. Mrs. Ingersoll seconded the motion which was unanimously approved. The possibility of a special library tax was brought up for the Board's consideration. There was considerable discussion as to the advisability of having an election now, as to how much millage would be needed, and whether it should be a parish-wide tax or confined to the city alone. The consensus of opinion was that in view of the elections which the School Board was holding in November, the time might not be right for the moment, but if the city should call the tax elections it is considering, then certainly the library should be included. Mr. Betts then moved that a letter be written to the City Council requesting that a one mill tax for the library be included in their consideration. Mrs. Ingersoll seconded the motion and it was adopted. There being no further business to come before the Board, MayorCaldwell moved that the meeting be adjourned with Mr. Moore giving the second. ___ Chairman. Bess Vaughan, Secretary.
