Shreve Memorial Library Board of Control Minutes July 27, 1998 Present: Board Trustees -- T. Haller Jackson, III, Gail Griffin, Sally Montgomery, Dr. Orella Brazile and Mary Bethel. Alonzo Hodge and Marion Weiss were absent. Staff -- Jim Pelton, Cindy Ortego, Jeff Salter, Debra Adcock, Ruth Ann Jackson, Marlene Rose and Kathy Tuminello, who recorded the minutes. Guests -- Robert Harrison, Robert Player and Elaine Player (all representing Oil City); Karen Logan (representing Gilliam); and Sybil Walker (representing the rural branches). Call to Order: Haller Jackson called the meeting to order and introduced the guests in attendance. Karen Logan attended as a representative for the Gilliam Branch Library. The following is a list of the guests supporting an increase in operating hours for the Oil City Branch Library: Robert Harrison, of Mooringsport Robert C. Player, of Oil City Elaine Player, of Oil City Sybil Walker (School Board member) Two newspaper articles pertaining to the Library's building program were distributed to the trustees (see attached). Approval of Board Minutes: Gail Griffin moved and Orella Brazile seconded the motion to approve the Board minutes of June 8, 1998, as written. The motion carried. Building Program: Groundbreaking Ceremonies -- Groundbreaking ceremonies are scheduled at 10:00 a.m. at the new branch sites on the following dates: Broadmoor Branch August 4 Line Avenue - August 25 Wallette Branch August 11 Request for Additional Funds -- Karen Logan addressed the Board as a representative of the Gilliam Branch Library. She thanked the trustees for providing the grant of $65,000 to expand the town's library. She stressed how extremely important the library is to the town of Gilliam, especially for the elderly patrons and school children. The estimate for the new building came in about 2 1/2 times more than expected. The town is expecting an additional $15,000 from a Rural Development Funds Grant. Adjustments have been made to lower costs, but the project will still cost more than the town can afford. The bid for the project was estimated at $80,000. Therefore, she requested an additional $10,000 grant from Shreve Memorial Library to complete the project. The director reviewed a memo written on July 14 regarding Capital Adjustments (see attached), in which he recommended an additional $10,000 in grant funds for each of the part-time branches, for a total of$90,000. Hours of Operation -- Guests representing Oil City made the following comments in support of an increase in hours of operation at the rural branches: ~ Sybil Walker - much of the population in the smaller rural towns is poor, and many without vehicles to get to the library. The current operating hours of 2 days per week is appreciated, but there is a need for additional hours to help children with school assignments and the elderly, as well as parents returning from work. Rural children should have some of the same benefits as City children in their library. ~ Robert Player - Oil City schools will become year-round this Fall, and need more library hours. ~ Karen Logan - Should increase library hours to take advantage of public interest and increased school programs. |
