Page 3 Haller Jackson reported that he would like to see, as part of the assurances that go to Bill Beebe and the Board, that if we grant substantial completion prior to the roof repair being done, that Darrell Finney would give to Bill Beebe and the Library Board a letter from his liability insurance company and the bonding company, as well, that they can cover any losses or damage that may occur during the roof repair. Jim Pelton explained that the library's insurance begins once substantial completion is obtained, and our insurance company may consider it a problem when the roof is taken off. Jim Pelton stated that substantial completion should be based on the following things: ??? the electrical inspection must be passed; ??? specified items on the electrical ""punch list"" must be taken care of prior to issuing substantial completion; ??? the canopy area leak must be repaired immediately; and ??? a commitment that there will be some haste in getting the ""punch list"" items out. He asked for the Board's approval of this method of granting substantial completion prior to the replacement of the roof. If this is not acceptable, it could be another 4-6 weeks delay to open while getting the roofing repair work done. The Board president stated that we need some representation to the director when Finney talks to his electrical contractor this week about when these things are going to happen. Finney replied that he will keep the director informed as often as he can. The Board president reminded Finney that he needed to remember the chain of command. He stated that Finney was working with Bill Beebe now and that he needed to keep good communication with him because Bill Beebe had to oversee everything that Finney does for the library. Finney also brought up the matter of his not receiving any payment in the last 2-3 months and that some of the sub-contractors have not been paid. Haller Jackson stated that he appreciated that request and that the Board would discuss it with our architect and would get his recommendation concerning that. Gail Griffin appealed to the Board: There has been a communication problem but now it seems that everyone involved seems really concerned about the library; she wanted to ask the Board to please allow the project to go on and let's open the library: Mr. Finney has made a commitment and he will put it in writing and hopefully it will be satisfactory to Bill Beebe; she understands that Bill Beebe has an A-rated company and he's committed to us to give us what we asked for in the contract and the commitment to the citizens in Caddo Parish. So if Bill Beebe had lowered his standards any way on Friday, Griffin wouldn't have been so complimentary on his Christmas card but he stood really strong about his commitment to Mr. Finney. Mr. Finney understands we have a lot of money put in that library and we don't want those things damaged. We want to get the citizens in the library reading as quickly as possible. Griffin wanted to ask the Board to let Mr. Finney continue with the project; she understands that Mr. Pannell is no longer on the job.
